The principle

Since 1 January 2023, any existing home undergoing renovation works with a significant energy impact must have a carnet d'information du logement. The time marker: the date the quote is accepted (or, failing that, the date works begin). The list of covered works is set by decree n° 2022-1674 and the order of 27 December 2022: in substance, the classic energy renovation jobs.

The families of works covered

FamilyConcrete examples
Insulating the envelopeInsulating the loft or the roof, the walls (from inside or outside), the ground floors.
Windows and doorsReplacing windows, French doors, bay windows, where the home's thermal performance is affected.
HeatingInstalling or replacing a boiler, a heat pump, a stove, high-performance electric radiators, connecting to a heat network.
Hot waterThermodynamic or solar water heater, replacing the tank.
VentilationInstalling or replacing a mechanical ventilation system (VMC), where it is associated with a heating or cooling system (art. R. 126-33 of the CCH).
CoolingInstalling or replacing air conditioning.

Conversely, works with no effect on energy performance (repainting, changing a kitchen, redoing a bathroom without touching the hot-water system) do not trigger the obligation.

MaPrimeRénov', CEE, éco-PTZ? If your works qualify for French energy renovation aid, they almost certainly fall within the CIL's scope: those are precisely the jobs it targets. The documents you built for the aid file (detailed quote, invoices, technical sheets) are exactly what the logbook must contain. File them once, use them twice.

What the tradesperson must hand you

For each covered job, the company must transmit to the owner, at the latest at acceptance of the works:

  • the precise description of the works carried out (wall treated, surface, equipment replaced);
  • the characteristics of the installed materials and equipment (insulation: material, thickness, R-value; equipment: brand, model, energy source, power);
  • the operating, maintenance and servicing instructions.

The detailed breakdown of roles: who creates the CIL? And the full list of documents: CIL contents.

In practice: the right reflex, job by job

  1. At the quote: ask for the product references (insulation, equipment) in black and white.
  2. At acceptance: insist on technical sheets and instructions, the one moment the company has them at hand.
  3. After the job: file everything in the logbook with the invoice. Five minutes now, hours saved at resale.

If the tradesperson sends nothing and the works were supported by an energy renovation aid, the Anah can also provide the documents from the file.

One job = one record, automatically

Import the quote or the invoice as a PDF into the Relai Confiance logbook: date, company, nature of the works and amount are extracted and filed. Your CIL builds itself job after job.
